In many occasions, the Philippines was identified as one of the most disaster-prone countries in the world. Significant economical, environmental, social and human costs of intensifying weather have made it an imperative for the country to improve its disaster resilience and scale up on its disaster risk reduction activities.

COMSTE has always advocated for a scientific approach to disaster risk reduction and management, urging for the continuous collection of disaster-related data from all sources possible.

The innovation cluster for Disaster Science and Management will be a national PPP meant to evaluate regional multi-hazard risks (typhoons, earthquakes, fishkills, disaster-related epidemics, oil spills, etc). This cluster can serve as the precursory foundations for the Philippine Disaster Science and Management Center (DSMC), currently in its incubation stage.

Projects under this cluster will include:

  • Multi-Hazard Regional Risk Assessment
  • Regional Post-Disaster Forensics Report (lessons learned)
  • R&D for Disaster Alarm Systems and Risk Information Infrastructure
  • Disaster Management Training for LGUs

COMSTE worked with the Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) to craft this master plan. Around P70 million has been allocated in the 2011 General Appropriations Act (GAA) for this cluster.

Academic partners include the Manila Observatory, Bicol University, Mapua Institute of Technology and Central Luzon State University.
